Kazakh Deputy Prime Minister and Minister of Foreign Affairs, Murat Nurtleu Meets with Mu Dong, the Asia-Pacific Affairs Advisor of the ICC

On 30 May 2025, Mu Dong, the Asia-Pacific Affairs Advisor of the International Cooperation Center (ICC), visited Kazakhstan on behalf of the ICC. In the afternoon, Kazakh Vice Premier and Minister of Foreign Affairs Murat Nurtleu met with Mu Dong at the Kazakh Ministry of Foreign Affairs. The two sides held separate talks on deepening the China-Kazakhstan Permanent Comprehensive Strategic Partnership, the China-Kazakhstan Cooperation Committee - the inter-governmental cooperation mechanism, and the establishment of a "1.5 track" high-level dialogue and consultation mechanism to further develop all-round and efficient cooperation between the two countries. They also exchanged in-depth views on the upcoming second China-Central Asia Summit to be held in Astana, the capital of Kazakhstan, as well as issues of mutual concern in the international and regional fields.

Both sides stated that the President XI Jinping successfully paid a state visit to Kazakhstan last July, and together with President Tokayev, they made strategic deployments and overall plans, thus pointing out the direction and drawing up the blueprint for the development of the permanent and comprehensive strategic partnership between China and Kazakhstan. In March this year, the vice premiers of the Chinese and Kazakh governments jointly presided over the 12th meeting of the China-Kazakhstan Cooperation Committee in Beijing. This year, both countries will host the second China-Central Asia Summit and the 24th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization. Both sides will implement the important consensus reached by the heads of state of the two countries, further consolidate political trust, firmly support each other, strengthen strategic alignment and exchanges of governance experience, and further consolidate and develop the permanent and comprehensive strategic partnership between China and Kazakhstan at a higher level, promoting the establishment of a community of shared destiny characterized by lasting friendship, high mutual trust, shared hardships and joys, and common prosperity.

Nurteliev warmly welcomed Mu Dong's visit to Kazakhstan and highly praised the China-Kazakhstan Permanent Comprehensive Strategic Partnership. He pointed out that since the establishment of the China-Kazakhstan Cooperation Committee in 2004, it has become an important platform for deepening cooperation between the two governments. The Kazakh side is willing to work with the Chinese side to continuously deepen cooperation in the fields of strategy, economy, security and culture, and promote the continuous advancement of bilateral relations to new heights. Nurteliev supported the proposal put forward by the ICC to establish a "1.5 track" dialogue and consultation mechanism between the two countries and to promote bilateral coordination and cooperation in international and multilateral affairs. He instructed the Assistant Minister of Foreign Affairs of Kazakhstan to maintain close contact with the Chinese side and the ICC, and strive to jointly hold the "China-Kazakhstan Bilateral Cooperation Symposium" during the 25th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization this year, in order to provide strong support for the strategic decisions of the China-Kazakhstan Cooperation Committee.

Nurteliev and Mu Dong also discussed other important issues of common concern. Meirzhan Baigunussov, Assistant Minister and Director of the Office of the Ministry of Foreign Affairs of Kazakhstan, and Yergalym Nursalimuly, Director-General of the Asia-Pacific Department, attended the meeting. On that day, the Second China-Central Asia Economic and Trade Ministers' Meeting was held in Astana, the capital of Kazakhstan. The meeting was chaired by Shakaliyev, Minister of Trade and Integration of Kazakhstan. Ling Ji, Deputy Minister of Commerce and Deputy Representative for International Trade Negotiations of China and the heads of economic and trade authorities of Central Asian countries attended the meeting.
