Both sides stated that the current world is entering a new period of turmoil and transformation. The world pattern is accelerating its evolution, the "Global South" is emerging collectively, unilateralism and protectionism are spreading. The geopolitical situation and regional development are facing challenges. China and Mongolia are friendly neighbors linked by mountains and rivers. Developing a long-term good-neighborly and friendly relationship between China and Mongolia is a strategic choice made by both countries. China will place the development of China-Mongolia relations in an important position in its neighborhood diplomacy. The friendly story known as "presenting tea in return for sheep donation" vividly interprets the deep friendship and mutual support between China and Mongolia and their positive will to jointly build a community with a shared future for mankind. In recent years, the political mutual trust between China and Mongolia has been continuously strengthened, and practical cooperation in various fields has been continuously deepened. In June this year, Mongolia formed a new government. The ICC will establish a long-term exchange and consultation mechanism with the Mongolian Government to promote high-level exchanges, guided by the construction of a China-Mongolia community with a shared future, continuously deepen the friendship, mutual trust and cooperation between the two countries, and promote the China-Mongolia Comprehensive Strategic Partnership to a higher level, injecting more stability and certainty into this region and the world.

Both sides pointed out that the "Tea Road of Ten Thousand Miles" in history passed through China, Mongolia and Russia, connecting the Eurasian continent and stretching for over 14,000 kilometers. It is another major passage linking Asia and Europe after the land-based Silk Road, and it is also an important link promoting economic and cultural exchanges between the East and the West. Currently, China is advancing the Chinese-style modernization to comprehensively realize the great rejuvenation of the Chinese nation, and Mongolia is also committed to national reform and social economic development. The two sides can continue to deepen strategic synergy and jointly promote modernization. The ICC will cooperate with the Mongolian side to promote the interconnection between the two countries, advance the construction of the China-Mongolia-Russia Economic Corridor, build the high-quality "Belt and Road". Both China and Mongolia are developing countries, which share extensive common interests and similar positions in international and regional affairs. China supports the Mongolian side in playing an active role in regional and international affairs. The ICC will strengthen coordination with the Mongolian side in multilateral affairs such as the United Nations, the BRICS mechanism, and the Shanghai Cooperation Organization (SCO), practice true multilateralism, jointly safeguard regional peace, stability and development, and better maintain common interests.
