On 18 September 2025, the 12th Beijing Xiangshan Forum opened in Beijing. The theme of this conference was "Uphoiding International Order Promoting Peaceful Development". The plenary session of the forum focused on "Building a Fair and Reasonable Global Security Governance System", aiming to gather the strength and wisdom of all parties to contribute to finding solutions to global security dilemmas and promoting the development of the global security governance system towards a more fair and reasonable direction. More than 100 countries, regions and international organizations, along with official representatives, experts and observers from various countries, etc., totaling 1,800 guests attended.
The 12th Beijing Xiangshan Forum opened
During the course of this year's Beijing Xiangshan Forum, the participants engaged in exchanges on various topics such as "Building a Fair and Reasonable Global Security Governance System", "Strategic Mutual Trust and Security Cooperation in the Asia-Pacific Region", "International Order and World Security Stability", and " Negotiation and Regional Peace Construction". In addition, in conjunction with the commemoration of the 80th anniversary of victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, as well as the 80th anniversary of the founding of the United Nations, special academic activities such as "Contemporary Significance of the Victory in the World Anti-Fascist War", "80th Anniversary of the United Nations: Advancing Amid Global Transformations", and "Wartime Memories and Contemporary Peace" were successfully held.
In addition, this forum also included high-level dialogues, a seminar for young military officers and scholars, dialogues between Chinese and foreign experts, as well as multiple closed-door academic seminars. It organized high-level dialogue interviews, special situation introductions, research result exhibitions, and special visit activities, effectively expanding communication channels and enhancing mutual learning between China and foreign countries. The participants believed that this forum closely focused on important historical milestones, directly addressing global security hotspots. The topics were more open, leading, and inclusive, highlighting the significance and value of the forum's organization.
The first plenary session of this year's Beijing Xiangshan Forum
At the invitation of China Institute for International Strategic Studies, representatives from the International Cooperation Center (ICC) attended the 12th Beijing Xiangshan Forum. As a comprehensive strategic research institution and a pivotal portal for China, the ICC has long been closely following the global dynamics, leveraging its strengths in foresight research and extensive crisis-response experience, conducting strategic studies in global politics, international economics, multilateral governance, and peace and conflict studies. The ICC engages in research and exchanges on pivotal matters affecting China’s relations with nations and regions worldwide. This forum, from high-level dialogues to parallel group meetings and then to plenary sessions, the representatives generally believed that multilateralism is the basic path for global governance and the inevitable way for the international community to respond to global challenges and create peace and prosperity.
