Currently, multiple factors are reshaping the structure and pattern of the global industrial chain supply chain when the world is undergoing profound changes unseen in a century. In this context, all countries around the world face a major and urgent strategic issue, i.e., how to ensure a safe, stable and smooth industrial chain supply chain and promote international cooperation in this regard. On September 7, 2022, the International Cooperation Center (ICC) held a seminar titled "Chang'an Reception Hall - Global Industrial Chain Supply Chain Security Situation and China's Countermeasures" at the "Crane Hall" of Beijing International Club. The experts and scholars of the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council, the National Development and Reform Commission (NDRC), the Ministry of Commerce (MOC) and other ministries and commissions, as well as representatives of the Chinese Academy of Social Sciences (CASS), China Council for the Promotion of International Trade (CCPIT), national social groups, central state-owned enterprises and returned overseas Chinese were invited to attend the seminar. Ms. Chen pointed out in the report that the global industrial structure has undergone profound changes in recent years so that the industrial chain supply chain strategies of various countries are subject to major adjustments. Among them, the US has shifted its focus on the global industrial chain supply chain from "efficiency" to "safety". The Asia-Pacific region has become the main region of competition and cooperation in the global industrial chain supply chain, which not only brings a new challenge to China, but also changes the strategic environment of China. In addition to forecasting the development trend of global industrial chain supply chain, she, mainly proceeding from Biden government’s implementation of the "middle-class foreign policy" to reshape the global industrial chain supply chain, comprehensively and systematically expounded the current security situation of global industrial chain supply chain in combination with a large number of current affairs cases and international focuses, such as the precipitous changes in China’s external environment caused by the Ukrainian crisis, and the changes in the international power pattern that aggravated the continuous tension in international relations.
