ICC Studies and Implements the Guiding Principles​​ of General Secretary Xi Jinping Important Instructions — Special Deliberations on Work Related to the Gyirong Mudslide Disaster in Xizang

At around 10:30 on August 26, a severe mudslide disaster struck the China‑Gyirong (Khasa) Port on the China-Nepal border, causing heavy casualties, missing persons and property losses. On the afternoon of the same day the disaster occurred, leading officials of the International Cooperation Center (ICC) chaired a special meeting. The meeting relayed the arrangements and requirements from higher-level authorities of the Center for thoroughly studying and implementing the important instructions of General Secretary Xi Jinping, earnestly enforced work requirements of relevant central and State Council departments, and conducted special deliberations on and arranged work concerning the mudslide disaster in Gyirong County, Shigatse, Xizang. The meeting stressed that a disaster is an order, and the Party flag points the way forward. Leading cadres at all levels of the ICC must resolutely shoulder political responsibility, always put people’s lives and safety first, and give full play to the Center’s strengths including the long-term Track-1.5 consultation mechanism established between China and Nepal, its coordination network for international multilateral organizations, forward-looking research on international issues, and its rich experience accumulated over years in crisis response and management. The Center will go all out to deliver major policy recommendations and high-level external coordination work.

Guided and supported by higher-level competent authorities, the ICC has mapped out three key areas of work. First, strengthen cross-border disaster risk assessment and analysis. Drawing on its accumulated experience in undertaking research projects entrusted by relevant central authorities over the years, the Center will organize senior experts to conduct special research on cross-border disaster assessment and international cooperation in emergency management, so as to provide timely intellectual support for disaster-relief decision-making. Second, leverage the strengths of international cooperation channels. Building on long-term partnerships with the United Nations, the International Federation of Red Cross and Red Crescent Societies (IFRC) and other international organizations, the Center will coordinate international rescue resources and information-sharing channels to serve the overall national disaster-relief endeavors. Third, conduct follow-up research on post-disaster recovery and reconstruction. It will carry out forward-looking research covering infrastructure restoration in disaster-hit areas and functional reconstruction of border ports.

From August 26 to 27, the ICC held communications and coordination with principal officials of the China Port Association and the Red Cross Society of Xizang Autonomous Region regarding the Gyirong mudslide disaster in Xizang. On August 28, with approval from higher-level authorities, Zhang Yu, Convener of the Joint Meeting and Director of the Steering Committee of the ICC, met with Olga Dzhumaeva, Director of the East Asia Office of the IFRC. The two sides held consultations on emergency disaster-related matters and key developments of mutual concern. On the same day, Mu Dong, Special Representative of Asia-Pacific Affairs of the ICC, held a telephone conversation with senior officials of the Government of Nepal. On behalf of the ICC, he extended condolences and sympathy to Nepal over the mudslide disaster hitting the country.

Present at the meeting and relevant sessions were members of the ICC Strategic Advisory Committee, the Convener of the ICC Joint Meeting, principal leading officials of ICC-affiliated departments, specialized bodies and coordination organs based in Beijing, as well as heads of its subordinate institutions and entrusted-for-management entities.
